Ministers, deputy ministers and high-level authorities from the region’s countries along with representatives of civil society and United Nations organizations will analyze progress and challenges in relation to development planning in Latin America and the Caribbean, at the Nineteenth Meeting of the Regional Council for Planning of the Latin American and Caribbean Institute for Economic and Social Planning (ILPES) [1] of the Economic Commission for Latin America and the Caribbean (ECLAC), which will be held on November 7-9 in Santo Domingo, Dominican Republic.
During this event, ECLAC will present the position paper Foresight and Territories: Contributions to Forward-looking Territorial Governance, which, in part, aims to encourage reflection on the issue of planning and foresight by exploring different types of foresight exercises conducted in the region along with their characteristics and approaches, and identifies enabling conditions for and obstacles to the institutionalization of foresight in state structures.
The meeting will be inaugurated by Pável Isa, Minister of Economic Affairs, Planning and Development of the Dominican Republic; Héctor Alexander, Minister of Economy and Finance of Panama, in his capacity as outgoing Chair of the Regional Council for Planning of ILPES; Mauricio Ramírez, Resident Coordinator of the United Nations in the Dominican Republic, and Raúl García-Buchaca, Deputy Executive Secretary for Management and Programme Analysis of the Economic Commission for Latin America and the Caribbean (ECLAC).
The event will feature three panel discussions addressing foresight for development, governance for the digital transformation in the framework of open government, and national policies for territorial development.
In the framework of the meeting, two special events will be held on youth, leadership and the future in the region, and transformative post-disaster recovery based on equality criteria.
The Regional Council for Planning [2] is the subsidiary body of ECLAC in charge of guiding the activities of ILPES. It is made up of ministers and planning officials from the United Nations regional commission’s Member States.
